Verification is an objective assessment of the accuracy and completeness of reported GHG information and the conformity of this information to pre-established GHG accounting and reporting principles and mandatory reporting requirements.
The compliance and verification process extents beyond consumption data and submitted claims. A transparent, well-documented system (sometimes referred to as an audit trail) is the basis and necessary part of any successful verification.
It is important to document and record supporting evidence of the business structure, ownership and control of facilities, details of operations and potential emissions sources, internal capacity and management structure, roles and responsibilities, training and competence of the staff involved staff, sources of data and measurement methodologies, justification of assumptions and any exclusions, and all processes involved in collecting and managing data and calculating emissions.
For those that have never been verifier or involved in the verification process this can be a daunting task. To reduce risk an experience verifier can advise an organisation on its systems and documentation prior to reports being submitted or verifications being undertaken.
The verification process may also examine more general managerial issues, such as quality management procedures, managerial awareness, availability of resources, clearly defined responsibilities, segregation of duties, and internal review procedures.
